Demand for SBA 504 loans for owner-occupied property has continued to increase not only due to low down-payments and low, fixed interests rates but for numerous other reasons. This seminar will focus on the advantages of SBA 504 lending, as well as recent changes to policy.
In addition, SBA environmental due diligence that is required per the SOP will be discussed. The SBA Environmental process has nuances and requirements above the ASTM standard that most lenders require which can sometimes create problems with the SBA review process. The presentation will include best practices and recommendations on how to get to SBA to approve the environmental quickly and efficiently. The environmental topics will also have applicability to conventional lending as well.

Speakers are David Raccio, SVP, BDC Capital/CDC New England, and Derek Ezovski, President, Outsourced Risk Management Solutions (ORMS). The panel will be moderated by Greg Gould, Director of SBA for Webster Bank.

David Raccio
David Raccio, Senior Vice President, BDC Capital/CDC New England, covers the state of Connecticut as well as Western Massachusetts and Vermont. Prior to working at BDC, Dave spent two years as the Vice President of SBA 504 lending at another CDC and before that spent 15 years with the State of Connecticut, Department of Economic and Community Development, as a senior loan officer where he focused on providing financial assistance to industry clusters such as aerospace manufacturers, plastics and metal manufacturers, insurance and financial services, and bioscience companies. Dave graduated from the University of Connecticut with a B.A. in Political Science.
Derek Ezovski
ORMS President Derek Ezovski has spent his professional career helping companies create best practices to manage their risks, with a focus on environmental risk management and remediation on real estate. Before founding ORMS, Derek, a civil/environmental engineer with an MBA from the University of Connecticut, served as managing director at Environmental Data Resources (EDR), a national environmental information company. His previous experience includes management positions with Marsh USA, where he was an insurance risk management professional; FleetBoston, where he served as the environmental risk manager for the bank’s Small Business Services Division; and Travelers, where, as an engineering manager, he helped resolve complex environmental cases.
The author of numerous articles on environmental due diligence and other property risk management topics, Derek played a lead role in developing desktop environmental products that are simplifying the due diligence process for lenders. As a resource to the Small Business Administration, he also used his expertise to make due diligence for SBA loans easier to manage.

Gregory Gould joined Webster Bank in 2015 as a Relationship Manager specializing in SBA lending, and is now the Director of Webster’s SBA Division. Gould came to Webster Bank with an extensive background in SBA financing and business consulting, helping entrepreneurs start and grow their small businesses. With a strong working knowledge of access to capital, he plays an integral role in working with Southern New England’s entrepreneurial community. Additionally, Gould provides seminars on SBA’s loan programs, as well as on the various disciplines of entrepreneurship. A degree in Marketing and an MBA, both from the University of Rhode Island, fortify Gould’s business acumen.
